A sad Mois sans tabac - but a fighting one!
This year, Mois Sans Tabac celebrates its 10th edition. This "social marketing" operation is widely recognized by the French thanks to Santé Publique France's intense communications efforts: TV, radio, press, regional events, etc. This year, just over 113,000 smokers have registered on the Mois Sans Tabac website.
Since its inception, vape professionals have been at the forefront of the fight against smoking, supporting and publicizing Mois Sans Tabac. Every year, many of them order communication kits to display in their stores.
Except this year... Instead of advertising Mois Sans Tabac, professionals are displaying Ne tuez pas la vape! banners on their shops, with a call to sign a petition: Vaper n'est pas fumer, lettre à nos élus.
And in less than a month, nearly 200,000 French people have already signed up to demand the removal of vaping products from Article 23 of the 2026 Finance Bill.
Surprising antinomy. During Mois Sans Tabac 2025, 110,000 French people sign up to declare their intention to stop smoking, and at the same time, 200,000 have to protest so that they are not prevented from quitting, so that they do not destroy the effective support tool they have chosen and which has been the most widely used by millions of people for over 10 years.
Mobilization of professionals throughout France
7 regional demonstrations were organized by Fivape and its members on November 4 and 5, in Bordeaux, Lille, Cherbourg, Vannes, Orléans, Aix-en-Provence and Strasbourg, to demand the withdrawal of vaping products from Article 23. These events brought together almost 2,000 players in the independent vaping sector, and generated considerable media coverage. And on a day-to-day basis, in stores and on the web, everyone is continuing the relentless effort: informing, publicizing the petition, its stakes, and the fatal outcome reserved for the independent sector if vape is not withdrawn from article 23.
On the political front, deputies and senators are also listening more attentively. FIVAPE honors a large number of appointments and thanks all the professionals who write to their elected representatives to obtain these interviews. Our public affairs advisers are available to all vape industry professionals to support them step by step in making appointments. It's essential that we continue to alert our elected representatives, and in particular our senators: we all need to keep up the effort! Even if they don't have a clear-cut opinion on the subject, even if they don't know what to think, when they vote yes or no in December, senators must at least remember what this vote represents for you, for us, and for the hundreds of thousands of signatories!
Parliamentary timetable for the Finance Bill 2026
To help you keep track of the legislative process we're working on, here's a predictive timetable for the Finance Bill 2026 - including Article 23 - over the next few weeks.
First reading at the French National Assembly
- from November 12 to 17: end of the examination of the first part of the PLF - revenues - in Public Session at the National Assembly
- November 17: vote on the first part of the Budget Bill at the National Assembly
First reading in the Senate
- November 21 at 2 p.m.: deadline for submitting amendments to the Senate Public Session
- November 21, 25 and 26: examination of the first part of the PLF by the Senate Finance Committee
- November 26 to December 2: examination of the first part of the Budget Bill in the Senate Public Session
- December 12 at 2:30 pm: vote on the PLF as a whole - first and second parts - in the Senate
Joint Committee
- Mid-December: meeting of the 7 deputies and 7 senators of the Joint Committee (Commission Mixte Paritaire) to produce a joint version of the PLF.
- If the CMP is conclusive: simple reading of the conclusions in the National Assembly and the Senate.
- If the CMP is non-conclusive: new reading in the National Assembly, then in the Senate, then final word in the National Assembly.
However, it should be borne in mind that this timetable can be considerably altered, for the following reasons in particular:
- passage of the 2026 budget by ordinance if constitutional deadlines are exceeded
- Government censure possible at any time
- dissolution of the National Assembly - however unlikely beyond November 15
- return of article 49 paragraph 3
- etc.
A single watchword!
For more than a month, FIVAPE and all its staff have been on all fronts 24/7 - political, media, legal and in the field - fully mobilized around a single watchword: the withdrawal of vaping products from Article 23 of the 2026 Finance Bill.
This is THE key to keeping our industry alive.
There's nothing else to negotiate on this sequence.
This is the only battle to be waged today, by and for each and every one of us, unique and vital.
Incomprehensible. Vape does not contain tobacco, it does not lead to smoking.
